What is the purpose of the examination of the public selection of leading cadres and how to assess the potential leaders is not only a practical problem should be solved for the performance of the exam but also a basic one the exam can not be avoided in its theoretic construction. Accordingly, focusing on the concepts, theories, features and procedures of the exam and analyses its current situation and existing problems, this paper, with the examination of the public selection of leading cadres as its subject, aims to eliminate the cognitive misconceptions, optimize the examination practices and control the assessment errors. The paper is based on the research of the relevant quality assessment, the written examination, face-to-face interview of appointment and promotion of leading cadres. The main points mentioned are as followed:Filtrating and eliminating, identifying and differentiating, valuing and guiding are three features of the exam. The principle of fair and justice, competitive selection, individual difference, the person-position matching, and it system are the basic principles which are designed and implemented for the exam.The qualities of present leaders consist of the physical and psychological quality, political and ideological quality and the quality of knowledge and capacity. The public selection of leading cadres in Party and governments is the process of the comprehensive assessment of leaders' qualities. The exam itself plays a key role in the overall procedure. After the written examination of public subjects, professional subjects and face-to-face interview, not only can the candidates' quality of knowledge and capacity but also their psychological quality be assessed accurately and efficiently.The practice of the present exam is developing rapidly and also gains many achievements, but it also has some problems yet to be resolved, such as, unspecific aiming, to-be-improved identifying, inaccurate assessing and so on. This results from the lack of theoretical study, of full comprehension and of innovation in examination practices and the little attention paid to the professional organizations and the construction of its professionals in the examination system.The written examination includes public subjects and professional subjects, which should test the candidates' theoretical knowledge and their using of knowledge in practical terms. There are three ways to improve the quality of the written examination, namely, the design of the written exam, editing the questions and eliminating errors.The face-to-face interview is to test whether the candidates' leadership and character match the posts. In order to make use of the interview, we should fully understand its features and follow its principles, design the questions scientifically, eliminate its errors and keep innovating new approaches in face-to-face interview.
