Since reform and opening, the continuous reforms of cadre selection and appointment system have made significant progress in many ways, during which the most fundamental successful one is to create and gradually establish the system of open selection of leading cadres. In2009, the CPC Central Committee clearly stated the government should increase the intensity of competitive selection work, and put forward by2015, the number of new promotions of party and government leading cadres, from the bureau level and below in the annual appointment system, by means of competitive selections, should be no fewer than1/3. Open selection is one of the important ways of competitive selection of cadres. At present, all provinces and cities across the country are actively further promoting the public reform of the cadre and personnel system, and increasing the intensity of competitive selection of cadres. Since2000, according to the competitive selection system, several leading cadres have been selected in Dalian, which further expands democracy in the work of cadres, broadens the channels of selection and employment, and improves the transparency and credibility during the process of selection and employment.In this paper, the situation of open selection of leading cadres through actual exam evaluation in Dalian is set as a starting point. And during the research, we adhere to the study of history and reality, combine specific local work and other cities and provinces nationwide, and unified basic research and countermeasure research. With the help of multi-discipline research results, and the use of lessons learned, document law and the actual inspection method, we carry out research in the study and describe the open selection of leading cadres in Dalian exam evaluation work. After that, we tend to analyzing its development process, introducing key aspects, combing the whole process, and understanding exam assessment tools in order to find problems in the practice exam evaluation work and make feasible suggestions after rational thinking. Through the study, we can find that in the work of open selection of leading cadres in Dalian, only if the evaluation process is effective and reasonable, can we elect the leading cadres who satisfy the development needs of Dalian and people needs. But in the process of promoting the work, we still need to make progress in the respect of scientific, project and normalized.
