Public selection of leaders is a very important role in all selection and appointment, and it is a necessary components among leadership personnel system innovation.Meanwhile, it is an important way to enhance team building level of leadership. The report of 18 th National Congress of the Communist Party of China(CPC) mentioned that “improve competitive selection method, promote the public confidence of selection and appointment”, it pointed out the direction for future development of public selection. However, there are some malpractices exist, such as decide by one test, people is not match with post, single evaluation system and so on after view the situation of current selection. Hulunbeir city is frontier minority area, its economic and social development is relatively lag. There are problems on non-scientific exploration and practice in public selection of leaders. Therefore, the ability to further promote the standardized, scientific and innovative public selection on leaders in Hulunbeir City is main target of our research. This article combines multiple research results, uses advanced experiences domestic and overseas, lists research status and problems on public selection in aspects of theory and practice in Hulunbeir. At the same time, analysis reasons based on theory and real cases experience in recent years in city, some useful suggestions are raised to promote public selection development of leaders in Hulunbeir City.
