Communitization is the outcome of urbanization and modernization. It reflects the change in social management mode during social changes. Communitization has an impact upon residents' traditional lifestyle and the traditional system of administrative control of a country. A good knowledge of the trend of communitization, together with an analysis of its influence, is of great practical significance to the strengthening of public security work.This thesis first defines "communitization", pointing out that communitization causes the masses show more concern for community security and the centralization of public security resources in communities. It then analyzes the influence of communitization upon the main emphasis and mode of public security work. That is, public security work centers on each community. Based on the police affair reform in Hunan and its trend of development, this thesis lays an emphasis upon the necessity and feasibility of the strategy of police affairs in communities. Last, using the successful experience of foreign countries in public security work for reference, this thesis puts forward the countermeasures for the policing innovate of Hunan: divide public security areas as required by public security work in communities; strengthen public security information work in communities; employ the community platform to integrate community resources and implement communitization..
