Local Government Performances Evaluation Based On Hangzhou Case

Government performances evaluation started in the 1970s, and through over 30 years development, it has been primarily perfected. As a managerial applied tool emerging in the New Public Administration movement, performances Evaluation, plays a important role in evaluating the governments' competences, improving governmental performances and promoting government affairs open and democratizing process, etc.The thesis first analyses the theory on government performance evaluation, defines the concept of government performances evaluation, explains its practical significance in general meaning; Secondly, this thesis introduces the practices and experiences in western countries, then makes a brief comment and summarize the enlightenment for our country; Thirdly, transfer to Hangzhou city's evaluation practices as for research object, introduces its historical change and detailed mode, summarizes its successful experiences as below: local government' top leaders' favor and steering; opening government affairs for citizens being apt to get the government performances information; A series of working mechanism adapted for government performances evaluation; expanding evaluation bound to subordinate departments, grass roots of the government, civil servants, shaping a complete evaluation system. Meanwhile the thesis poses some issues and difficulties in Hangzhou's practices, among them some go with the government performances evaluation itself, and others accompany with Hangzhou's practices. The thesis deeply analyses the problems and difficulties from intercross perspectives of management, economics, politics, sociology and some other disciplines.
