Guangdong province has always been the pioneer of China’s reform. The performance evaluation of Shenzhen started in 2007 and became the pilot in 2011. Both Foshan and Luogang were selected as the pilot of Guangdong in 2012. Today, the pilot work has lasted more than two years in Guangdong, which result is the concern of all sectors of society. At present, the local government performance evaluation in China is significantly different from western countries, which essentially exists as a form of government internal appraisal. The effect and vitality of government performance evaluation will be affected by previous appraisal items. Essentially, it reflects the power relations between government departments, which have a decisive influence on the performance evaluation. The organizational right of approval is the core of power relations. Clarifying the organizational right is helpful to solve problems encountered in the process of government performance evaluation.According to theory of micro-power, we have divided the appraisal right into the right of organization, the right to score and implement. Furthermore, we have summarized three patterns of government performance evaluation and have analyzed the causes of each kind of pattern. In the case of Foshan, the right of organization is unified. Under the pattern of Shenzhen, the competition between organizational department and other departments determines the belonging of the organizational right. It has been divided by mighty departments. In the case of Luogang, a new kind of organization right has been produced. But the right to score and implement of original index has not been changed. On the whole, the pattern of Foshan greatly increases the authority of organizational department and weakens the power of the other departments. Shenzhen is next. The pattern of Luogang has the minimum influence on the authority of different departments.At last, this article has compared the similarities and differences of three kinds of pattern and has revealed the advantages and disadvantages of each other, which fully reflects the current problems that exist in the government performance evaluation. Integrating theory with practice, the article has put forward the overall train of thought to improve government performance evaluation. What’s more, we have put forward some concrete Suggestions to reshape the "top-level design".
