After the World War II, America actively sought the status of the world leader, depending on its strength in politics, economy and military. Soviet, which was greatly different from America in the social system and ideology, became the main obstacle to the global expanding of America. With the onset of Cold War, the American government carried out the covert operations, which failed to"liberate"the Soviet-East Europe nations though had arisen unrest behind the Iron Curtain. Later American national security planners discovered gradual cultural infiltration, and eventually completed the shift in policies towards peace evolution by the late Eisenhower years.This dissertation focuses on the cultural policies towards the Soviet-East Europe nations during Eisenhower Administration, especially on the framing, implementing and effects of it, based on the relational achievements domestic and abroad, according to declassified documents. Culture is defined as indicative of a way of life of a society. And the cultural policies are mainly composed of transmission, intercourse and communication of culture.The first chapter introduces the global background in the early Cold War , the policies towards the Soviet-Eastern Europe of Truman Administration, and the peaceful coexistence, new cold war, which were advocated by the new Soviet leader. The second chapter focuses on the framing of the cultural policies under the national security strategy"New Look"of Eisenhower Administration. In the third chapter, this study will describe the cold war propaganda of the American radio, People's Capitalism, People to People Partnership program, and the U.S.-Soviet cultural agreement. The forth chapter is mainly about the effect. The policies increased the understanding, advanced the east-west intercourse, but failed to realize the ultimate goal during the Eisenhower Administration.
