Solutions To Migrant Population Management In The Period Of Rapid City Development

The large-scale migrating surplus labor force from rural areas has gradually become a sort of prevalent phenomena in developed districts in China since the open-up policy. On the one hand, they played a positive role for the rapid development of economy and society, and have become the main force of city construction and industrial development of Jiaxing. On the other hand, because the existence of dualistic system between city and countryside, the lack of recognition and study from government, the management and service to migrating populating has not been comprised in the urban-rural management mechanism, which result in the impact for economic and social development to different certain, and thus much more attentions are paid by whole society. In light of the"three agriculture problems", Central Government and State Council promulgated a series of polices one after another aimed at improving agricultural economic development, increasing income of farmers, protecting the rights of migrant workers, promoting employment environment, and making better of the implements of administrative service, which fully embodied the regards for the migrant worker problems from Central Communist Party and State Council. At the same time, the massive increase of migrant workers have brought new challenges to city planning ,environmental capacity, and social stability, which lead to new pressures to traditional city management model. Therefore, under the new circumstances, how to transform the functions of government, how to strengthen the managements for the migrant worker, has become a concrete problem need to be solved urgently.The thesis firstly describe the concepts of citilization and migrating population , the disciplines , the developing tendency and related phenomena , make a comparison of different countries and regions in dealing with the problems of migrating worker, conclude the common and special issues , and draw the experiences to use for reference. Secondly, based on the field survey of migrating workers in JiaXing city, an analysis is given to migrating workers'living conditions, structure characteristics and developing mechanism in details, which contribute to the analyzing of the primary problems and reasons in current administrative service. At last, the thesis make a comprehensive study on solving the problems of administrative service of migrating population from the four aspects of government, society, enterprise and individual , put forward five concrete measurements.All in all, the article begins with the social phenomena of migrating population , by using methodology , with field survey , related sociology theories, public management theories, study achievements comparison from domestic and abroad areas to totally find out the countermeasures for solving the problems under the background of rapid city development, large migrating population flock in JiaXing municipality ,The target is to provide a clear thought and an effective measure for the management of migrating population ,and also can offer references for other cities in dealing with the same issues.
