Large scale population migration is a phenomenon of population urbanization in China is the most significant in the stage of rapid development, has become an important factor to promote the change of social structure, adjust the pattern of interests, the system of social organization change.According to the sixth census data, the population reached 236000000 in 2012, accounting for 17% of the total population. Population flow to promote the social economic development to a certain extent,but also to the service and the management of population brings great challenges, will be accompanied by unstable factors in society. Reasonable and orderly flow of population is not only the key influence factors of social security, maintaining social stability, is the comprehensive construction well-off society, constructing the socialist harmonious society is an important problem facing the flow population service and management work is very important. Major cities in the eastern coastal areas is becoming more and more crowded, resources and environmental pressures are increasing day by day, part of the manufacturing based on cost considerations began to transfer to the Midwest, the flow population localization trend will bereinforced. So, pay attention to the service and management of flow population in the central and western regions, to improve the quality of service is imperative.Since 2010, Gansu has establish a social management innovation integrated pilot, innovation since the flow population service management, through continuous efforts and exploration, the formation of the service and management of flow population in the new work, and achieved certain results,improve the flow population service and management of the urban’s satisfaction, more inflow of flow population. But at the same time, in the course of its operation also exist some problems, not solve the fundamental demand of the flow population.This paper based on the basic theory of the flow population service management system review, as a social management innovation pilot as the breakthrough point, analysis of the main problems and find out the Gansu flow population service management work in the process of operation, and finally puts forward the counter measures, in order to the development of other similar to the flow population service management areas to provide reference.The full text is divided into five parts:The first part,introduction, introduces the research background and significance of the service and management of flow population, the analysis of the domestic and foreign relevant research, the research questions,research methods and technical route, and the possible innovations and weaknesses of this paper illustrated.The second part, the definition of core concepts, basic theory, the flow population service management and review the management of flow population in China the idea and mode of development, these lay a firm theoretical foundation for subsequent content.The third part, this part of the survey data analysis, the inflow of flow population inflow government to sort out the flow population service management work.
