Since 1980s, with consciousness of government costs and the citizen supervision enhancing, the western countries started the administration reform called"Reconstructing Government"in succession. So as to meet the challenge of globalization, informatization, sharper international competition and solve the involved problems of economic stagnation, financial crisis and declining satisfaction with the government in public. In this campaign, Performance Management– this mature management concept led into government administration, being the important concept and the basic measure in rebuilding construction, has been studied and applied extensively. As a practical management tools, Performance Management has aroused wild attention and been led to the practice of our country governmental management. In this paper, the author conducted an in-depth study on issues related to the implementation of Performance Management in our City Government.The main body consists of three parts. First, the overview of Government's Performance Management. It mainly talks about the content of the Government's Performance Management and the necessarily of implementation in our City Government. Then it introduces the outline of City Government at home and abroad where government put Performance Management into practice, especially introducing Hampton City Government in America and Hangzhou City Government successfully improve the government's image through implementing Performance Management. Second, analysis the feasibility of the implementation of Performance Management in our City Government. Through analysising Performance Management of City Government, it reveals the problem and reason when our City Government implements Performance Management. This part also make a detailed feasibility analysis of the implementation of Performance Management. Third, how to build a perfect Performance Management system in our City Government. Towards the actual situation in China's City Governments, this part give some solutions to remove obstacles to Performance Management., explore and build a model of Government's Performance Management with Chinese characteristics which suit to China's social, political, economic and cultural environment. Especially the author combines the Balanced Scorecard with Key Performance Indicators (KPI), try to design a scientific evaluation of the Performance Management system for our City Government.
