Research Of Government Energy Saving Performance Management Based On Balanced Scorecard

Under the background of the whole society carrying out the work of energy conservation and emissions reduction,government energy saving becomes the key field,and the authority of energy saving strategy implementation dependents on the success of energy saving performance management.At present,our country is in an urgent need to apply more advanced tools for reform the models of government energy saving performance management.The rise of the new public management movement has made a lot of tools and methods which were used in enterprise originally extended to the field of government performance management.Among them,the outstanding performance of balanced scorecard has attracted the attention of the academia and the government departments of all countries.The introduction of balanced scorecard was quite late to the domestic academia.There are still all kinds of problem to study more when applying balanced scorecard in energy saving performance management reform of Chinese government departments,such as feasibility,transformation method and specific implementation steps which needs more in-depth discussion,especially on the basis of the empirical research.Based on the classical theory of balanced scorecard,this paper analyses feasibility and transformation of traditional practices on how apply balanced scorecard in China's government energy saving performance management according to the status quo.At the same time,this paper tries to use a variety of qualitative and quantitative analysis methods to enrich implementation plan,build a framework which is suitable for domestic government energy saving performance management based on balanced score card.Taking the energy saving work of Shanghai municipal government institutions as an example,this paper explores the specific steps of the application of the redesigned balanced scorecard framework,and provides a reference for government departments in other regions to carry out the reform of government energy saving performance management in the future.
