Research On The Relationship Between The Party And The Government In The Perspective Of Political Civilization

Party-government relation is the key issue of the Chinese political system reform, which is also a significant practical problem to be further explored. The 16th Congress Report clearly pointed out: The development of socialist democracy and construction of socialist political civilization is an important goal of building a well-off society. From the viewpoint of construction of socialist political civilization, this article studies party-government relation under the background of the development of socialist democratic politics.This paper consists of four parts: Preface, which describes the dialectical relations between the politics and parties and also draws an outline about the original research of the relations about Chinese Parties contemporarily, which including the method and condition of the research.First Part, the historic proceed of the relations about the contemporary Chinese Parties. It divides our traditional relations which between the politics and parties into several phases, through the organizing and analyzing the relations of each phase we can obtain the result. Second Part, in this part we discuss the politics, economy and society respectively and summarize that an ordered relation between the politics and parties is an essential of the objective demand of the development of market economy, the basic requirement of the well-to-do society and the culture of social politics. Third Part, this part narrates the principle, the basic route and the secure regulation of an ordered relation between the politics and parties in the point of view of the domestic and international situation.Entering the new century and a new stage, the international situation has undergone profound changes, world multi-polarization and economic globalization trends continue developing in twists and turns. China is still under the pressure of the developed countries' domination in economic, scientific and technological fields. China's reform and development are in a crucial period. The Party tries to lead the people of all nationalities to build a well-off society, continue to push forward the modernization and achieve the three major historical tasks: accomplishing the reunification of the motherland, safeguarding world peace and promoting common development. It is necessary to have a clear understanding of the Party-government relation in the new era.
