The Fairness Of Government Under Constructing The Socialism Harmonious Society

The president of our state Hu Jintao pointed out: Constructing the socialism harmonioussociety is a significant duty which our party proposes from comprehensively constructingwelloff society,opening the the new situation of socialism with Chinese characteristics,adapting the objective request of our country,s reform and the development to enter thecrucial time, manifesting the broad masses' basic interest and the common desire . At presentour country society development is occupying an extremely important and strategicopportunity time. Following the development of social economy, each kind of societycontradictory turns out and society's unharmonious phenomenon increases day by day,which becomes the chance of constructing harmonious society. It is simple to see that socialunharmonious phenomenon and many deep contradictory are more and more closely relatedwith the unfairness of government. Thus, constructing the harmonious society requests thegovernment to take the fairness as the basic value. Only the government carries out thefairness , so as the society, consequently truly completing the harmonious society. Passingthrough the fairness in the government administration is not only the performance of ourgovernment responsible to the people, simultaneously also helpful to the enhancement ofsocial civilized degree, which will certainly impel the entire society to move forward. If thereis no fairness, the government cannot properly coordinate various benefit relations, cannotmaintain the stability and unity political scene, thus cannot complete the harmonious society.This article is divided three parts. The first part, I try to elaboratethe theory on the scientific connotation of harmonious society,the reason of constructingthe socialism harmonious society as well as the relation of government and society and so on.The second part, I try to discuss that the harmonious society requests the government totake fair as the basic value, including the theory instruction of the government fair concept,the basic value basis, as well as the unfair performance, harm and origin of government. Thethird part, pointing out the realistic way on how to put the government fair into practice thein view of the government,s unfair behavior.
