Actuality Analysis And Choosing Routes On Chinese Administrative Accountability

During the period of SARS in the year 2003, hundreds of officials including two principal officials were asked responsibility , which resulted in the climax of asking the officials who did not undertake or wrong undertook their responsibility and showed the determination of constructing the responsibility government, service government. Since then, administrative accountability frequently appeared in the newspaper, which leaded people gradually accepting the ideas of responsibility and boosted the government to construct and improve responsibility government and service government. However, Chinese administrative accountability system still stays at the initial stage, and there will be a lot of problems to solve for us, which is what we want to research.This thesis firstly defines the system of administrative accountability on the concept, elements, value, etc. and administrative accountability system means a system that the subjects of the system ask or ask not the objects of the system some responsibility and which responsibility on the administrative behavior or undertaking responsibility in accountability range, which will abide by the certain legal procedure and the evaluation to the objects which will happen indefinitely. Secondly, this thesis states some beneficial revelations such as perfecting participation system for citizen , making full use of the function of supervision and accountability of news and public opinion, realizing legalized opening information of government, making the power of inquiry and investigation come true, managing principal officials of all levels of government(at least county) through contract , dividing the Party and government etc., on summarizing the characteristic of accountability system in western countries and Hong Kong. Thirdly, it analyzes some laws and regulations of central government and local government, and then points out the present accomplishment and problems of Chinese administrative accountability system in recent years, such as accountability environment does not develops well, accountability elements are not clear , the laws and rules of accountability are not perfect . Finally , it tells us the basic routes of perfecting Chinese administrative accountability system , for example, developing accountability environment (opening governmental information, constructing civil society, etc.), defining all elements of accountability system (defining responsibility forms, strengthening asking responsibility through other subjects except government etc.) , constructing the perfect laws and rules of administrative accountability, which consulting the experience of western countries and Hong Kong, and basing on Chinese political practice . This conclusion shows the strategy that we should gradually improve Chinese administrative accountability system in three steps.
