Study On State Security Concept In The Process Of Peaceful Rise

State security concept as an ideology is foundation of national security strategy established by a country and it provides guidance for national security strategy. A country without the national security concept that properly reflects national security benefits cannot institute exact national security strategy and in practice also cannot better maintain national security. Thus, under new situation, in order to prompt national security concept to provide accurate guidance for national security and furthest maintain national security benefits, to research,analyse and perfect new national security concept will be important condition for Chinese being able to realize peaceful rise in new century or not directlyThis paper used peaceful rise for background comprehensively looks into characteristics and changes of national security concept of different stages since October 1,1949. The author mainly comparatively analyses inheritance and development of new national security concept to traditional security view, and takes apart theoretic dilemmas and realistic challenges of new security concept and tries to put forward some tactics of resolving dilemmas to insure practical guidance of new security concept to peaceful rise.In first part, the paper elaborates the formative process and development of the theory of Chinese security view. The author firstly looks back to traditional cognition of Chinese national security view during the cold war. Then, the author expounds introduction and development of new security concept after the cold war. Finally, the paper compares Chinese new security concept with traditional cognition of national security view and reveals dialectic relations of inheritance and development of new national security concept to traditional security view.In second part, the paper elaborates connotation and characteristic of Chinese new security view in the process of peaceful rise. Firstly, the author highlights basic connotation of new security view. Namely, the national security interest view pays attention to striving for peaceful environment and holding back military interference while gives prominence to consciousness of sovereignty. The security threat view not only emphasizes traditional security threat, but also much more stresses potential and danger of non-tradition security. The strategic view attaches importance to the importance of comprehensive security and overall governance .The security benefit view balances and properly perfects proportion of constitutive elements of overall national strength and promotes state power and security capability. The national spatial view thinks that new security view should ensure central security against hegemonism and power politics and realizes extensive equality of all countries. Thus, the paper analyses characteristic of Chinese new security view .Namely, independent security, equal security, defensive security, comprehensive security, mutual-benefit security, cooperative security.In third part, the author from two aspects points out that new security view observes challenges and dilemmas being confronted with in the process of peaceful rise. Firstly, new security concept faces dilemmas and challenges.Theoretic dilemmas includes the theory of security dilemma, the thinking of cold war, theoretic connotations of new security view. Realistic challenges includes the challenge of solo-polar hegemony to common security, the conflict of zhoubianism and environment , dilemma caused by conflict of appeal of sovereignty and share of sovereignty of universal benefit and national benefit, the threat of factor armed might to international security. Purpose of analyzing dilemma does not deny new security view, but perfect and perform new security view.Secondly, the author elaborate upon carrying out the tactics of new security view which can insure peaceful and security rise. These measures include four aspects. First, we should realize interactive security view , ensure confirming and agreeing of security concept and create a peaceful environment for China. Second, we should build up the view of security regime and participate in the construction of the international security regimes with more positive attitude .Third, highlighting security view of sovereignty and maintaining sovereign security benefit. Fourth, we should strengthen the security benefit view, stress role of soft power in the construction of the national security and guarantee peace and security of rise.
