It's certified by many countries that establishing and developing non-governmental protection organization is a sound way to protect the environment. At present, non-governmental Protection organization has taken great effect on the important environment-protecting movements in most of the developed countries and become an important symbol of environmental development.In China, non-governmental protection organization enjoys a good reputation among the public, however, the development of non-governmental protection organization needs good legal and policy environment. Comparing with developed countries, non-governmental protection organization in China needs improving a lot. This paper aims to perfect non-governmental protection organization of China by comparing the qualification of non-governmental protection organization, responsibility and right, favorable tax as well as supervising system in these countries such as USA, Germany, Japan, Russia and so on.
