Non-governmental organizations have obtained rapid development in our country since the 1980s. At the same time, as the respond to reality, the academic researches about non-governmental organizations have acquired certain achievement. But most of these researches placed extra emphasis on demonstration analysis from organization theory or administrative management angle. Researches based on our country's non-governmental organization legislation seemed relatively weak. Currently, adhering to putting people first and building a harmonious socialist society have already become strategic goal of developing our country's society. As a most important society part, non-governmental organizations play a vital role in the process of building socialistic harmonious society till we realize the development goal"Small Government, Large Society". Modern society is a society under the rule of law. Naturally, the norms about non-governmental organizations should put into the orbit of rule of law. And then the legislation researches, inevitably, become the basic premise of the construction of legal system for non-governmental organizations.Standing in sufficiently affirmative position, take the"cultivation, support and norms"as leading ideas and many kinds of research methods such as empirical study, comparative study, history analysis and literature search etc. These researches were carried out under the background of the construction of socialist harmonious society and a new round organization reformation of State Council: big-ministry. On basis of foundational theories study, including non-governmental organizations'connotation, classification and legal status, the paper demonstrates the necessities to strengthen non-governmental organizations'legislation. Aiming at the existing problems, the paper analyzes the causes behind the problems deeply. After drawing on the legislation experience of other countries, the paper puts forward to making Non-governmental organizations Basic Law which is suitable for our legislative models. And what is more, it is necessary to concentrate on improvement of institutions of law so as to perfect non-governmental organizations'legal system.Comparing with the other legislation researches about non-governmental organization, the paper has some innovations in that it systemically summarizes and generally discusses many different academic points of view at present and deeply analyses from the standpoint of jurisprudence.
