Since McClelland' s《Testing for competence rather than for intelligence》, in which the concept of "competency" was first introduced, was published on American Psychologist in 70s last century, relevant theoretical studies on the topic has been prevailing and competency has become an advanced idea in management. However, similar research in China has just started its way, with its emphasis lying in enterprises and lack of concerns in military field. Study on the stuff of China' s Armed Police is still a blank.China' s Armed Police is a special armed force that serves for national security and social stability. Squad leaders are examples, bridges and backbones in squadrons. They play a paramount role in defending, training, educating and ropagandizing in the force. The decrease of numbers of cadres after a series of reforms in the force system even highlights the position and importance of Squad leaders. Therefore, it is an important part of the development of basic military force to improve the team of Squad leaders, and also a basic project of revolutionization, modernization and normalization of the Armed Police.By using questionnaires and interviews this study discussed the Competency of Squad Leaders in Hunan Branch of China' s Armed Police and develops a competence model with the expectation to provide theoretical evidence for the normalization and scientification of its selection and training system. This study first reviewed a great number of literatures and learned about similar researches in the field. Then the author interviewed some officers and soldiers of different ranks from the force and perceived the qualifications for squad leaders. The draft of questionnaire was worked out after data collection and analysis based on an open-ended survey. The draft was used in small-sized parole survey whose data was analyzed by EFA, then factors were selected and the raft was modified. The modified questionnaire was used to carry out formal study whose data was also analyzed by EFA, factors were selected again and the formal questionnaire was worked out whose reliability and validity were tested at the same time. The formal questionnaire was applied in confirmative investigation whose data was analyzed by CFA to see if the theoretical model is reasonable. Finally, discussions on the findings of the study expand within the bound of theoretical model and conclusions and suggestions were proposed.
