With the rapid economic and social development of Shenzhen,especially since the Central Committee of the Communist Party of China and the State Council supported the construction of the first demonstration zone of socialism with Chinese characteristics,the auxiliary police have played an increasingly important role in the increasingly heavy police activities,and it has become the primary task for them to severely crack down on and deter criminals,protect the lives and property of the people and create a stable,fair,transparent and predictable international environment for the rule of law.However,in the daily police activities,more and more public security departments only pay attention to the deployment and arrangement of the auxiliary police,but ignore the scientific procedures and rules of the police management that they should follow,and some of the auxiliary police have no access to it To the standard law enforcement training,the ability and its corresponding duties do not match the problem.Therefore,it is very important to evaluate the competence of auxiliary police,only scientific and reasonable evaluation can make them competent in the increasingly standardized police work.The purpose of this paper is to optimize the existing competency evaluation index system of Shenzhen auxiliary police personnel and solve the human resources problem of this police assistant personnel,which will greatly help them to make scientific planning for their own career,enhance their sense of acquisition and pride in their daily work,make them adapt to the work requirements of the developing Shenzhen public security organs in time,and help promote the Shenzhen people The people are satisfied with the work of the public security organs,and make clear the strategic orientation of the demonstration of the rule of law city in the first demonstration area of socialism with Chinese characteristics.In the process of research,this paper mainly through the literature analysis,questionnaire and empirical analysis of how to introduce the competency model into the competency evaluation index system of auxiliary police,to seek the optimization of the existing competency evaluation index system of auxiliary police in shenzhen.First of all,starting from the relevant basic concepts,introduce the relevant theoretical knowledge,and lay a theoretical foundation for the follow-up study.Then this paper analyzes the present situation of the competency evaluation of the auxiliary police in shenzhen,finds out the shortcomings and problems,and puts forward that the competency model should be introduced into the competency evaluation index system of the auxiliary police in shenzhen to provide an effective and scientific route for the management of the auxiliary police.Then through interviews The index of the set evaluation index pool is analyzed and summarized,and the competency model is introduced to obtain the index pool with five first-level indexes and thirty-six second-level indexes.In order to ensure the fairness and comprehensiveness of the index pool,this paper then carries out a questionnaire survey for the grass-roots auxiliary police,the auxiliary police administrator and the related work police,and carries on the data analysis to the investigation result,thus obtains 21 secondary indexes,and divides the corresponding secondary index into the first grade index.Finally,the weights of the optimized indexes are evaluated by the expert group,and the reliability of the index evaluation system with weight is calculated.In this evaluation index system,the requirements for morality and working ability are higher than the three dimensions of performance,self-management and industry,in which professional conduct and political literacy are the highest,and the proportion of professional level in working ability is also higher.In order to verify that the optimized competency evaluation index system is true and effective,the evaluation index system is tested in the recruitment mechanism,training system and assessment system of auxiliary police of a sub-bureau in shenzhen,and the practical application results are demonstrated.It has been proved that the application of this evaluation index system enhances the satisfaction of the auxiliary police force with the evaluation system,and also enhances the satisfaction of the public with the law enforcement action of the auxiliary police.
