Asking the government to take and be able to take the responsibility is the conjunct pursuit in each theory and practical project. From any visual angle, including politics, law and ethic, responsibility is the most important and the most essential core. Accountable politics is the basic conception of the democratic politics, which is also the institutional arrangement of public administration. Responsibility oriented government function and responsibility cognizance system are both the elementary characteristic of accountable government, whose essential demand is that the government should not only take the corresponding punitive responsibility because of misprision,breach of duty and nonfeasance, but also commit more active stimulative responsibility for achieving public well-being. Chastening negative responsibility and stimulative active are necessary content of Public accountability. Immanent attribute of two-tier responsibility demand accountable government systematization developping. Boost administrative accountability and use the institution of responsibility taken and penalized,whose thesis is responsibility equal to force, to restrict public power., which can help government, public department and official to fasten the sense of duty to practice, then it can reflect the true public innovation.The study of administrative accountability in our country began in"SARS time", when the accountable law system become the hot spot and focus of study in politics, administration,management and low. As short time and not further study, there are some shortages in the study of administrative accountability in our country. (1)The systematicness and depth of the study of administrative accountability is not enough. Because of the special situation in China, the accountable sense in the West Country can't be absorbed directly into the practice in our country, which gave us more inquiries about that.It is the urgent need to search for new accountable method which is suitable to the situation in our country by absorbing and digesting the foreign advanced thesis according to the physical truth in China. (2)The specialized accountable composition lack, the differences are obvious in the different areas in China, and the accountable construction of thesis left behind the practices. As the development of the practice in different regions, the administrative accountable regulations are issued continuously. But because they are put forward against the specific event, so the otherness and scientific are insufficiency. There is still no specialized workmaking about administrative accountability in China, which can not give the enough directed function for the practice.On the basis of defining the conception and clearing up the thesis, the article compared and analyzed the diversity of the administrative accountability about the thesis and practice in China and abroad, then it study deeply the practice in the different areas in China, which groped for the possibility, significance and the method to practice by the analysis from four stages.Firstly, on the basis of describing the theoretical and practical significance to carry out administrative accountability, it clears up and analyzes the achievements in academic circle about the accountability and accountable government, then put forward the general approach and whole frames of the dissertation.Secondly,Studying the basic thesis of administrative accountability and the whole venation of the development about administrative accountability in our country.The part analyze and define the basic thesis about responsibility, administrative responsibility,accountability,and administrative accountability and the theoretical foundation of the system of the accountability.In the clue of the accountable thought of the leaders in the different time in China,it analyze the corresponding macroscopically achievements and characteristic of the accountable system.Thirdly, analyzing the problems and puzzledom systematically in the course of advancing administrative accountability system. It summarized corresponding conception from different angles, including main body, object, range, quomodo, legal system and human culture. On the basis of analysis, epurating the reason of the problems happened and providing the referrence for the puzzledom settled and system constructed.Fourthly, from the technic angle, it provide the systemtic method of administrative accountability to construct. Accountable main body as study object, differentiate consubstantial accountability and heterogeneous accountability, and expand the range of accountable main body, as well compose the net configuration of accountable system, intensify accountability power and carry out accountable effect.Fifthly, law supporting, it emphasize to make certain object, range, quomodo and standard of accountability from the view of lawmaking, to make the unitive law all over the country, and to modify accountable assistant system, as well to achieve government affair open and commonweal compensated system, then to ensure that the administrative accountability can be developped wholly.
