The evaluation of government performance now became a focuse of publicmanagement subject. Compared with the Western Country, the practice of ourcountry's government performance evaluation begans later than them, and now, it isjust a exploring stage, the theories of it need to be summarized and consummated, andthe practice of it still have a lot of problems and obstacles. All of these negativeaspects depressed the validity of the performance evaluation on a large scale.validity of the government performance evaluation is a goal which we alwaysseeks, this paper's writer analysis the obstacles in the practice of evaluation, andfinally summarized the three main factors which influence the validity, that is theorientation of value, the institution planning and the evaluation method. If we lostonly one of them, the validity of the performance evaluation will be descended.The orientation of value is a standard of judgments of right and wrong, it is ourbehavior guide line, and it orientates the methods and approaches of the governmentperformance evaluation. The institution planning makes performance evaluationinstitutionalized, standardization and legal, it's a necessary way to makes theevaluation more validity. The evaluation method is a means to measures governmentperformance, scientific style can makes the outcome of the evaluation more precisely.In a word, the validity of the performance evaluation must be bond with the rightorientation of value, the reasonable institution planning and the scientific evaluationmethod.This paper analysis the three aspect above, search the relationships betweenthem, and eventually seek a way to improve the validity of the performanceevaluation.
