A Discussion To Structure Peasant Workers Social Security System

Since reform and opening-up in china, a great deal of rural labors has flocked into a special group---peasant workers, with the further reform and accelerated industrialization and civilization. Peasant workers have made great contributions to the construction of socialism modernization by their arduous work. Although they work and live in the city, they are excluded from social security system. It becomes a nationwide topic that how to provide peasant workers with social security. This article has five chapters. It has introduced the status of peasant worker social security on the whole and has put forward the realistic problem that peasant worker social security lacks. The author proposes the imagination of structuring peasant worker social security in analyzing and set up peasant worker social security, models of peasant worker social security.Chapter 1 is exordium. It mainly introduces why the author chooses the thesis, elaborates the objects and main conceptions, analyses the situation and its value about the thesis.Chapter 2 mainly analyses the status and reasons of peasant workers social security. It introduces the status from social insurance, social welfare and social assistance. Limited national financial resources, traditional system arrangement, both the employee and peasant worker's resistance and the difficulty existing in practical operation is to restrict the important reasons why peasant workers' social security system is difficult to instruct at present.Chapter 3 aims at analyzing the theory basis and necessity of structuring peasant workers social security system. It gives eloquent proof of structuring system for peasant workers social security in theory to support protecting peasant workers' rights in law. It indicates the necessity of system for peasant workers' social security.Chapter 4 analyzes the models of peasant workers social security in practical. There are two models in summary, Guangdong model and Shanghai model. The author draws enlightening experiences from analyzing the two models. Finally, the author suggests we should structure a relatively independent system for peasant workers social security.Chapter 5 aims at proposing the imagination of structuring peasant worker social security system of our country. Firstly, it points out that the establishment of peasant workers social security system should follow four principles: favorable to link civil and rural social security systems, lower charge. Secondly, we should adopt the flexible policy while structuring every peasant worker social security project, in order to meet the mobility of peasant workers and multi-level need. Finally, it indicates that four measures should be taken to facilitate the implement of peasant worker social security system. The measures are as follows: reforming the current household register system, encouraging peasant workers to withdraw from agriculture, establishing effective employment mechanism and perfecting the laws concerning social security.
