Goverment Resources Planning (GRP) And Application Study In The E-Government

In an information-based society, the E-government is the important mode of government management. How to adopt advanced office procedure and information technologies, how to transform the traditional government, and improve the application of E-government, become our government urgent tasks faced under accession to the WTO." overall frame of the national E-government " pointed out the future developing direction of E-goverment ,which is characterized with Sharing ,coordination and integratation.The thesis is implemented under this background for the main research object by the optimization of the E-government, under the guidance of systematic thought. The thesis use analogy, explain the application of the Government Resource Planning (GRP) in the E-government. On the basis of explaining the current situation in E-government of our country, the thesis analyzed the generality between Enterprise Resources Planning (ERP) and E-government ,and get in touch in enterprises, use advanced management experience of Enterprise Resources Planning (ERP) about integration of enterprise informationization resources, integration of service, integration of procedure to propose the concept of Government Resources Planning (GRP). At the same time, the thesis research three respects of integration of the resources inside the government, improving the outside service and optimization the procedure of government affairs , and proposed new method and countermeasure to optimize the E-government. The thesis draw lessons from the Enterprise Resources Planning (ERP) to implete government's information resources planning, and carry on rational distribution to government's information resources with the idea of "integrtion " ;The thesis draw lessons from idea and method of Customer Relationship Management (CRM), apply to maintenance of the relationship between government,enterprises and citizen.and improve government's service quality; The thesis draw lessons from idea of supply chain, apply to optimization procedure of government.The thesis explain GRP's impaction on construction and optimization of the E-government from three aspects : integration of theresources,integration of service and integration of procedure.Finally, the thesis combined relevant research , explain the application of GRP software system in "gold wealth project " ,and verify the validity of GRP.
