Study On Electronic Government System Of Agriculture At The District Or County Level

EGA (Electronic Government Affair) is an application information system meeting the need of the concrete affairs of governments at all levels, using information technology. Owning to the rapid development of economic and informational globalization, a government of informationization has become an element of improving the competing power of a country or an area. In our country, governments at all levels have reached a consensus on developing EGA. As agriculture is a basic industry, the departments of agriculture, which manages agriculture, should surely hold the EGA of it tightly and quicken the implementation of EGA. In pursuit of the interior cooperation and highly effective function of the departments of agriculture, and the sharing of information among them and resource integration, or the service of high quality to the public, we should emphasize the construction of agricultural information net at the district or county level.In this thesis the systemic study has been launched to the agricultural EGA of Fuling District of Chongqing Municipality, based on practical projects as a backdrop. It has provided an in-depth and comprehensive analysis of the features of agricultural EGA in Fuling District, a detailed explanation of how to build an agricultural EGA system according to the actual needs of the application of agricultural information technology ,also a set of practical solutions have been given, including building principles, strategies and the system framework. Construction of the system includes the following five basic functional modules, which can meet the practical needs of the agricultural EGA at the district or county levels:EGA communication center, electronic document processing system, agricultural information system of Fuling District, agricultural economic information system and agricultural technology service system . In addition, It has also elaborated on how to use the information sharing platform technology to solve the problems as the low function in information sharing, the confliction between the structures and the disagreement between the data formats. It applies the current mature network security technology and information security technology to design protection measures at multi-levels.The study revealed in this thesis has played an active role and has some reference to the following aspects: it can promote the development of the agricultural EGA at the district or county levels in our country, boost the service of the governments to the people and the society and popularize the informationization of the management in the country.
