Analysis Of Hindrances In The Process Of China's Government Informationization And Suggestions On Countermeasures

This thesis starts from the indications of informationization and government informationization, expounds the cumbering elements in the development of government informationization and tries to give suggestions and strategies on how to further government informationization in China. There're four parts in this thesis. Part I the Indications of Government Informationization In the information age, the degree of informationization has become the important signal in weighing the comprehensive national strength. All the countries have been furthering the construction of informationization actively in order to get the competitive advantages. It is pointed out in 《the Specific Plan for the Emphasis of Informationization in the Tenth Five-year Plan of National Economy and Social Development》that "informationization is a comprehensive system dominated by the application of IT, with the information resources as its core ,the information nets as the basis, supported by the information industry and the IT talents ,assured by the legal prescriptions, policies and standards."The main contents of the informationization construction in the certain period of present and future, the accurate position of and the Intercorrelations between application, resources, nets, industry, talents, legal prescriptions and policies are clearly stated in the above plan. The intension of informationization is expounded in five parts in the thesis. First, the philosophic intension: the nature of informationization is the progress of productivity; the informationization is a dynamic process that the social phase is shifting to the information society. Second, the technological intension: IT is the most powerful pushing force in the informationization. Third, the intension of resources using in informationization: the informationization is a process in which the information resources are on a large scale explored and used and progressively substituting the material and energy resources, hence becoming the most important strategic resources in the social development. Fourth, the managerial intension: including the two parts of the informationization of management and the informational management. The contents of informationization are outlined in six parts: respectively, the exploration and use of information resources; the construction of information nets; the application of IT; the IT and information industry; the nourishment of IT talents; the construction of legal prescription and standards in informationization. The government informationization indicates the process in which in order to gear to the coming of information society, the government effectively uses the means of modern information such as the IT and NT to better and reengineer the conventional business process and organizational structure in government administration, including: constructing the government information security system; constructing the electronic database; constructing the electronic file system; enforcing electronic taxing; electronic purchase and bidding; welfare checking online; electronic posting; electronic identity identification and so on. The government informationization is a very important forming part of the strategic system of national informationization. The government informationization is the decisive prerequisite for national informationization. It has been emphasized by premier Zhu Rongji that "the government should lead the national informationization"which is also the inevitable demands posed by the development of information society. Because the information and net system of the government will become the nervous system of the government in the future, the process of governance will become that of information processing, the government as the "central junction"of nation formation and information stream is indispensably responsible for pushing the national informationization process and is playing the unsubstitutable roles; At the same time, the government which controls more than 80% of the information resources is both the main element in national informationization and the dominating force in pushing the national informationization, and only the public information is open can the social information resources be enriched and hence leading the informationization development of the whole national, can the public widely take part in the democratic political life and make use of their democratic rights(particularly the right of information freedom) and participate in political negotiation, can the scientific, democratic, modern and legal development of public administration berealized. Therefore, the government first must begin from the construction of OA, and then progressively shift government functions on nets, expand the range of the service of E-government, construct the new mode of government administration, namely, E-government, in order to quicken the steps of informationization. Part II the Significance of Government Informationization in China In enforcing the strategy of "informationization leading industrialization", the significance of government informationization is profound, as elaborated: it is beneficial to the enforcement of the strategy of "informationization leading industrialization"; it will lead the development of information and relevant industries; it is beneficial to confronting the challenges posed by the entering of WTO; it is beneficial to bettering the quality of the public services delivered; it is beneficial to the realization of the sharing of resources and reducing the administrative costs; it is beneficial to pushing the innovation in government administration. Part III the Hindering Elements in the Development of Government Informationization in China Although much work has been done by the government in pushing the government informationization, there still exists serious cumbering elements in some aspects of informationization development, elaborated as below: the hindering from the concept and ability of the government staff; the hindering from the conventional government operational mechanism; the hindering form the degree of opening government information; the hindering from the "digital gap"; the hindering from the potential risks existing in government information safety. Part IV Suggestions on the Strategies of Pushing Government Informationization in China The development of government informationization is a complicated and hard work, the difficulties possibly met in pushing government informationization should be realized enough and the feasible plans to solve these difficulties should be made beforehand in order to assure the smooth development of government informationization.
