Research On The Construction Of Basic Level Public Service Center From The Perspective Of New Public Service Theory

Public administrative service center is a creative way of providing public service,it is an important part of building a service-oriented government.China’s public administration service center with nearly 20 years of constructing and developing, through "centralization" and "window" of the public service center, providing efficient, fast, user-friendly "one-stop" convenience service for the public,has gradually formed the pattern of government management and service,which adapt to the national conditions.The basic level public service center as a government administrative service reforms extended at the grassroots, gradually into public view, become an important content of the implementation of basic level government service and innovation of government social management of construction work. The Party’s 18 th national congress made an important strategic decision that is improving and perfecting the system of basic level public services,and to build a platform for the public services, which will promote the growth and development of basic level public service center.The new public service theory as a new public administration theory and practice mode, is a brand new perspective of public administrative service center construction.The core of the new public service theory is the service consciousness, democratic participation and the public interest. It considers the masses is the center of governance, and emphasizes the government’s role must change from the helm into service. It emphasizes that the public interest is the objective; the government’s errand is providing the public service;and it must pay attention to cooperative governance between the government and the community and the people.The new public service theory provides important theoretical platform and guidance to the construction of basic level public administrative service center in our country.This paper uses the methods of literature analysis, comparative analysis and field survey,based on the new public service perspective to study the construction of basic level public service center, providing theoretical guidance and reference for the basic government public service reform.This paper expounds the formation of the new public service theory, the basic connotation and its practice exploration in the construction of basic level public service center, introduces the present situation of the construction of public service center in Jiangcheng district town(street) of Yangjiang city, including the center’s system construction, the running program, the scope of services,the personnel construction, the management innovation and the service innovation, pointing out the existing problems,such as the site construction is not perfect, double management phenomenon, internal control ability is insufficient,some personnel have low quality, the enter matters are not complete, the slow development of online hall and other issues.Through analyzing, the main reasons Including the restricting economic environment,the management system is not smooth, the legal positioning is not accurate enough, the supervision mechanism is not perfect, the government sector self-interest constraints and public participation is not high. Combined with the experience in construction of the basic public service center in foreign countries, this paper sums up the suggestions to perfect the basic level public service center construction in Jiangcheng district.
