Ecological Benefit Compensation Of Wetland In China

Wetlands,forests and oceans are three major survival systems. Wetland is one of the strategic resources for economic and social development and the base for biological species on the earth. Wetland ecosystem not only has ecological functions, such as protecting genetic biodiversity, holding water, regulating climate, filtrating and depredating the pollutants, and keeping the balance of water and salt, but also has many economic and social functions, such as providing products of animals and plants, offering water, mineral resources, providing living and production sites, sightseeing and tourism, education and research, etc. for human beings. For this wetland is named "the earth kidney" and "the pool of natural species".China is one of the countries in the world rich in wetland resources with vast area and different types. Wetlands play an important role in the development of China. However, many wetland resources and functions have been severely damaged for lack of knowledge on the ecological functions of wetlands in the process of developing and using wetlands. This threatens to the country's ecological security and sustainable socio-economic development.Since the 1950s, in order to deal with the economic and social development of resources depletion and ecological damage, ecological benefit compensation has been a new way to solve the problem in some countries and regions. And it becomes more and more important to balance and coordinate between the ecological protection and the development of economic and society. Since the ecological environment of wetland in China is becoming increasingly grim, an ecological benefit compensation system of wetland should be established and this will be a key to the sustainable development of ecological environment of wetland and society.The feasibility and necessity of ecological benefit compensation of wetland in China are analyzed and relevant systems are designed. Moreover, some key issues such as the subject, object, standard, forms, ways, etc. of the compensation are discussed. Based on this a frame of the compensation is proposed.
