Study On Jiangxi Wetland Ecological Compensation System

Wetland in Jiangxi province,is a nationwide resource-rich provinces,represented by the Poyang Lake wetland ecosystem of the surrounding residents of survival and development play an important role.Wetland ecosystem in Jiangxi province's economic,social and environmental development to provide the essential conditions.But in recent years,due to a blind pursuit of economic development,neglect the protection of wetland environments,excessive exploitation and utilization of the wetland resources,leading to wetland area is greatly reduced,which brought a series of environmental problems,and serious damage to the ecological environment of wetland,wetland area of sharp decline in the water quality,species diversity,Serious ecological and environmental damage;the resulting changes in climate extremes,debris flow,frequent floods and other natural disasters have seriously affected economic and social development.Therefore,the establishment of wetland ecological compensation system in Jiangxi province is necessary,it can curb the degeneration of wetland resources,alleviate the current environmental issues.In 2010,the Jiangxi provincial people's Congress promulgated the regulations on protection of wetland in Jiangxi province,Jiangxi province,provides a legal basis for the establishment of wetland ecological compensation system,with subsequent enacting related laws and regulations,constructed wetland ecological compensation system,to a large extent promote the protection and development of wetland resources in Jiangxi province.However,the Jiangxi provincial wetland resource protection and repair,there are still many problems to be solved.Based on the system theory of ecological compensation on the basis of ecological compensation mechanism of wetland in Jiangxi province and management of analysis of problems and causes of ecological compensation mechanism of wetland,by profiting from the wetlands of ecological compensation practices at home and abroad,from developing wetland eco-compensation in special laws and regulations,Establish cross-sectoral and cross-regional eco-compensation Coordinator,specifically wetland ecological compensation subrogation,subject and object,complete wetland ecological compensation funding and supervision,to build a diversified wetland compensation,sound protection of wetland ecological compensation mechanisms and other aspects to improve wetland ecological compensation system in Jiangxi province,Wetlandresources in achieving sustainable use and socio-economic issues of sustainable development are discussed.
