During Cold War, in order to seek the hegemony, both USA and Soviet, the nuclear crisis haze continuously covered the world. Although the Cold War ended in 1990, the nuclear crisis doesn't terminate, some topicality nuclear question repeatedly appears actually. United States and Russian, these two nuclear powers handle the nuclear crisis in different the ways and means, and both have set a respective of crisis management mechanism.
