| During these years, fast economic development and urbanization make the social management pressure be constantly increased. The social security problem has become the most important problem demanding prompt solution in Baoan district of Shenzhen. Large scale of the Villages of the urban in Baoan district are considered as 'hotbed which causes the crime' that shelter evil peple. High annual criminal rate and heavy proportion of serious crime emerging in the public security situation do harm to our society. The special problem has hindered the process of economic and social development of Shenzhen. Thus study on the public security problem do good for promoting 'the harmonious society' bulit in Shenzhen and to maintenance social stability of our Country.This paper use Anomy and Social Disintegration theory to seek the reasons that worsen the public security state in these villages. Through questionnaire, interview and collections of the statistical data and document in many ways, it analyzes the current situation of the villages. The results of the study show that there exist defects in the way of rent rooms and hire people management, unscientific dispose of police strength and unsound supervene to the public security put by the government and relevant functional departments in the villages. Henceforth, the government of Baoan district must play as the key leader to coordinate all of the public security works during the course of improving the social security state in the villages, strengthen the power of people defense to crime, upgrade material defend system, service for population from other places perfect and encourage a kind of public security managing mode called 'surrounding' among the whole district.This research can offer reference for administration to the social security of the villages of the urban in Baoan district and can promote Shenzhen or other areas launching the public security work in the villages of the urban in our Country.
