On The Let Management System In GuangZhou

The major study of this dissertation is the administrative system of the let. By practising the theories of qualitative analysis and quantative analysis, and through plenty of field survey,interviews,data collecting and analysing, the author studies the current situation of the administrative system of the let in Guangzhou City from five dimension namely relevant regulations and laws, the structure of the administrative system, the administrative staff, the inter-department coordination and the office procedure. The author manages come to a conclusion from the outdated regulations and laws, the lack of authority of the administration, the inefficiency and redundacy of the administrative staff, the absence of inter-department coordination and untranformation of the administration to that of service and informaion oriented that the the current administrative system of the let does not agree the present social development. Finally by refering to the successful experience of let administrative system from other cities in China, the author is able to bring forward a proposal to better the let administrative system of Guangzhou City including five "A"s: an integrated administrative system; a pratical and localized regulation upon the administration of let; an authortitative administration; an efficient administrative staff; an inter-departement coordination system evaluated by performance; an administration of service and information oriented.
