An Analysis Of Problems And Solutions Of Lottery Public Welfare Fund Management In China

Issuance of lottery to raise fund is the means of developing the social public welfare project used all over the world. In the development of Chinese lottery market, the problems on the management of the lottery public welfare fund are getting seriously. In the process of using lottery public welfare fund, many management problems are emerged. The management of the lottery public welfare is the key to realize the social functions, which is an issue faced by many countries. Although the history of lottery issuing in china is short, the development momentum is huge, in the process of its high speed development, china government also face the management problem. This paper analysis the nature of the lottery public fund, the management of the lottery public fund and the problems happened in china on the point of view of theoretical, putting forward some suggestions based on the public administration. This paper has four parts:The first part, the lottery public fund and the management of the lottery public fund. It introduces the relevant theoretical knowledge about the lottery public fund; let us have a basic understanding of what is lottery public fund and its management. The management of the lottery public fund is the key to achieve the object of issuance and the development of social public welfare project. Especially in the condition of the market economy ,social life and diversified development, the polarization between rich and poor keep growing ,the government function of proving social services is strengthen. As the public goods provider, although the government can provide them directly, there are still some areas beyond the reach .therefore, raising the spare money to provide public goods have vital significance in social welfare project.The second part, the problem of management of lottery public fund in china On the basis of the existing problems in management, it analyzes the reasons causing the problems. The reasons include: the shortage of public welfare fund supplement because of the high cost of lottery issuance; the lack of monitor and the abuse of the lottery fund caused by improper management. Without the law protection, the problems in the lottery fund management only can be handled with the administrative means. Therefore, the disputes related to the lottery fund are solved improperly.The third part, introduce the successful experience of lottery fund management in foreign countries. It selects the representatives of France, the United States and Britain for studying and makes analysis of successful experiences of them. Many foreign countries establish the complete regulations and systems of lottery fund management. The effective supervision and management ensure the lottery fund used in the correct way. France holds the majority seats at the national game company to ensure monopoly and sends investigators to check the turning over of the inside public welfare fund. The United States monitors the turning over and using situations through establishing an independent commission .The Britain arranges the lottery fund through the establishment of Lottery Fund Allocation Committee.The fourth part, the suggestions to solved the problems of lottery fund management in China. On the basis of analyzing the Lottery fund management problems and introducing international advanced management experiences, it comes up with the suggestions to promote the management practices in China in response to the existing problems. The Chinese government should enact Lottery Law to put the lottery fund management into the law's system as soon as possible and let the people involve in the lottery fund management and social welfare project for the better use of the lottery fund. If we integrate the sports and welfare lotteries to one kind-Chinese lottery, the issuance cost can be greatly reduced. After market investigation, most of the sports and welfare lotteries are sold together, when they are integrated, these two kinds of lotteries can be saled by one computer instead of two. Thus reduce the cost. Besides, uniting the issuance institutions of the sports and welfare lotteries is also a means of saving cost.
