Study On Network Problems Of Chinese Governmental Affairs Information Management

With the development of global information, network and knowledge, information capacity has become an important index to measure a country's comprehensive strength. The government is the information center of the whole nation, it follows that China's government affairs information management directly influences and even restricts the government's administrative efficiency. Therefore, government affairs information management is becoming increasingly prominent in the government's daily behavior. Especially with steady development and improvement of electronic affairs information theory and practice, the government affairs information management network in our country has come to be more and more mature. In this context, with the government affairs information management network in our country as the subject, based on the actual investigation and research of Jilin Province People's Government Office and Jilin Provincial Government Affairs Hall, this thesis has a detailed analysis of the government affairs information management network and the existing problems from a macro level, and makes some reference to optimization strategyIn addition to the introduction and conclusion, this thesis consists of four parts.The first part presents a general survey of the government affairs information management network.Government affairs information management network is an indispensable factor for the state apparatuses to operate normally. Some politicians describe it as the"nerve of the government". As the government reform goes deeper and the construction of electronic government affairs moves forward step by step, research on the theory and practice of government affairs information management network correspondently becomes more and more extensive and profound. On the basis of illustrating the respective meaning of information, government affairs information and government affairs information management network, this thesis induces the connotation of government affairs information management network, that is, it is a broad concept, which connects all the information sources, orderly information channels and places where information is needed, thus forming a crisscross network, which includes artificial and computer government affairs information management network. Besides, this thesis further analyzes the basic characteristics of government affairs information management network. It is authoritative, closely knitted, independent and complementary, together with strong converge and two-way transmission.Part two explains the current situation of government affairs information management network.Ever since the 11th party congress, governments at all levels have begun to establish government affairs information administrative authorities and management network of a certain scale has been formed. Secondly, the informatization level of the government affairs information management network is not high ,which is specifically manifested in the information infrastructure construction, the exploitation and utilization of government affairs information, the management system of informatization construction , and the capital investment in informatization construction and so on. Thirdly, the government affairs information management network is not fully developed. Fourthly, the network's service quality is low. Finally, the overall quality of the management staff is not so high.Part four offers the optimization strategy of government affairs information management network.Through the analysis of the existing problems, the author puts forward several measures to help improve and develop China's government affairs information management network.In the first place, information building should be enhanced to improve the informatization level of government affairs information management work. The construction is a comprehensive and complicated project, which not only calls for the support of a series of information infrastructure, but also entails the building of management authorities, the cultivation of information and technology talents, and the stipulation of relevant regulations. So in the building process, the logistics of government affairs information management should be made as the main line and carried out from the following aspects step by step. First of all, the inter-connections of national computer government affairs information management network must be accelerated. Besides, the development and utilization of government affairs information resources must be advanced. Furthermore, the application system of government affairs information network must be integrated. Finally, the security construction of computer networks must be strengthened.In the second place, the building of the legal system should be reinforced so as to establish a regulatory system of government affairs information management.
