Science-technology and politics are two most profound and remarkable factors that are influencing contemporary human life. It is unavoidable for politics to control science-technology, but the control is not available because of lacking professional knowledge, causing a management vacuum. And the political power is mainly reflected by the system of universality and the laws ,not pointing to a certain person, so the politics can't keep each science and technology researchers under the control directly .Therefore, the interaction of politics and science-technology can't just stay around the meaning of the politics and researcher individual ,also should have some intermediary institution. The research need of individuals can be known through the organizations by the power group .As a result, there must be a transition zone between science-technology and politics. In the transition zone, the organizations represent the profits of both sides. The control of administration also depends on here, the researcher individual brings into control scope indirectly, make up the shortage of direct control .Produced science-technology and politics so mutually permeate , mutually contact with the particular realm of the interaction , namely boundary organization of science-technology and politics hand over to contact with each other with the transition space of the function, in this kind of transition space need a kind of"ride to across the politics and science boundary"and can act for science-technology entities benefits and the political entities and can have already communicate and link the organization of the function .The thesis uses the concept of the American scholar, David.H.Guston, defining this kind of organization as"the boundary organization". The interaction between science-technology and politics is called "the boundary interaction". The interaction may be positive, also may be negative. The positive interaction can promote the healthy development of science and technology, and be advantageous to a political and whole the progress of the society .But the negative interaction may bring conflict of science-technology and politics, obstructing science-technology development, and then endangered to the politics . The boundary organization is existed in the transition zone of science-technology and the politics, including all kinds of it, its existence basis, its operating way, the interaction of science-technology and politics passed the boundary organization but carried on which levels carry on, how the positive interaction of the enabling technology and politics, how suggest the high technology and degree of political communication and fusion, all of these is worthy of research of problem.The relation between science-technology and politics has already been very long researched abroad, the main point of the thesis is on boundary organization existed in the transition zone of science-technology and the politics, and on the interaction between science-technology and politics based on the boundary organization .The abroad comes to a certain depth to the research of these problems: Some scholars discover some stances. This thesis uses the concept of"the boundary organization" of the American scholar David.H.Guston, and extends its conception so that much more kinds of transition organizations can be included, then make a generality analysis on the transition organization on the whole. At the domestic, scholars mainly concentrate on the administration of the science-technology and some science-technology non-government organization, and the analysis lay particular emphasis on in to the organization, but lacking of the analysis of these organization or organize in connecting science and technology entities with the political entities. At the beginning ,the author analyze the close relation of science-technology and the politics , then introduced two concept of"boundary organization"and"boundary interaction", conveyed the value of the issue and present progress.PartⅡis mainly about the foundation of the boundary interaction. The foundation of the boundary interaction includes the static investigation and the dynamic investigation .The static study comprises the following: definition of the position, property, function of the boundary organization, then classifying them. The dynamic investigation is on operational mechanism of the boundary organization, including the money raising mechanism, management of mechanism, the direct mechanism etc.PartⅢmainly analyzes the level of the boundary interaction of science-technology with the politics;it inquiries the boundary interaction of the power level. Considering that the politics distorts the spirit value of science and technology, the boundary organization should moderate political entities , science-technology entities ,and the idea of public should have conduct and acts in resisting preference to benefits and arousing the spirit value of science and technology. At the end, this part asks for the help from the consignor–agent theories to analyze an boundary interaction of the economic level. The interaction of the power level acts on the political and the administrative level, the valuable interactive function of the level acts in the cultural aspect, the interactive function of the economic level acts in the contract of operation aspect, the interaction of the three levels makes science-technology and politics together .Two greatest systems contact and conflict with each other, thus at whole up push the level of the interaction of the science-technology and politics.PartⅣinquires about the Reasonable boundary interaction of the science-technology and politics. The reasonable boundary interaction of science-technology and politics should be a kind of positive interaction, the boundary interaction can look after both sides the right, value and economic levels on the biggest degree.
