It is well known that territorial integrity is the vital part of any independent state and nation, that is why in new era of international relations the role of organizations and frameworks is getting to be topical and influential not only in the sense of national concerns but also in a aspect of national sovereignty and security. The collapse of Soviet Union caused occurrence of the new nations and states: Balkan region Latvia, Lithuania, Estonia; Eastern Slavic nations Russian, Byelorussian, Ukraine, Moldova; Caucuses region Armenia, Azerbaidzhan, Georgia; Central Asian region Republic of Kazakhstan, Kyrgyzstan, Uzbekistan, Tajikistan and Turkmenistan. This paper is about Central Asian region which consist of Republic of Kazakhstan, Kyrgyzstan, Tajikistan and Turkmenistan, among of them three nations have common borders with Chinese Xingjian. The total territorial scale of the region is about 4 million square kilometers; population is about 5635 million people. Beginning from 30th of the 18 century up to 20th of the 20 century, the Central Asian region gradually fell under the rule of Russian Empire and then got under control of Soviet Union. In 1991 disintegration of Soviet Union brought to the beginning new system of international relations which is still developing under affection of several factors such as: Russian Federation, United States of America, Chinese People's Republic, Islamic World, Turks, European Union and even India which are concentrating they politic, economic forces on Central Asian region, what makes Central Asia to be involved in geopolitical reconstructions. In sense of the facts mentioned above, the geopolitical situation of recent years, which occurred after events of 9.11, namely: the beginning Global War on Terror; the dislocation of American troops on territory of some of the Central Asian states, also got tremendous changes. The reasons what caused this situation have not only domestic character but also the meaning of foreign threat: international terrorism and separatism. The affection of foreign reasons takes the root from several dimensions: the penetration of international terrorism; the influence of contradiction between Great Powers. Central Asian is surrounded by destabilizing forces such as: Kashmir, Afghanistan, Caucuses connected with Arab peninsula and Middle East. Besides, the Central Asia is the point of Great Power's concerns due to its natural resources, what makes the region to be the stage for the struggle where the United States, whit its democratic conception, cultural influence, economic prosperity, has much more supremacy and power on Russians foreign policy in the region.Even though there is a pro-American sentiment among nations of Central Asia but the politic, economic and security dependence of Central Asian nations on Russia Federation is also significant factor in their policy. The recent events made us to believe that only far sighted and all sided approach to the issues of foreign policy can guarantee the stability and peace to the region. There is no question that Chinese People's Republic being the second largest neighboring state takes leading and important position as in the platform of development peace and stability in the region itself so as by the supporting economic and social growth in neiboring Central Asia it is promoting security within own borders.
