Since the 3^rd Secession of the 11^th Conference of the CPC, the situation, no matter it is at home and abroad, has got changed greatly. Political multi-polarization and economic globalization have become the necessity of the historical development. Every country of the world has taken the economic development and the improvement of comprehensive power as the main task. Peace and development have become the two major themes of the time.
