Study On Relationship Between Security And Owner In Public Governance Of Community

Reform of China housing system made prosperity of city community,but much more governning problems accompany with this prosperiy. The good city community governance is the premise which the owner enjoys a good and prosperous life, and the social stabilities and harmonious foundation. Relationship between security and owner in the community likes a mirror that shine upon the problems in the city community governance. This thesis take the Wuhan Changqing garden community and the Tongan community as the case, and use the theory of governance, new public administration, principal-agent and the citizen participation to support the adjustment between security and owner in the community. Based on the Studies into the community governance theory of the domestic and foreign experts, with the investigation of new and old communities, this thesis mtroduced present situation of community governance, and tell the difficults in the adjustment between security and owner. The writter would find the ways to coodinate the relitionship between security and owner in the community based on the present situation. In order to construct a political, the economical, the cultural in harmonious development society, we emphasis the responsibility of government. Community is an important factor in society, and the community harmony is the social harmonious foundation. Therefore ,we should pay more attention to construction of city communiy in the harmonious society constrution, and take the adjustment of relationship in communiy and development of harmony communiy as the access to socialism harmonious society construction.This whole thesis can be divided into five parts: Part I, Introduction to the research aim, significance and approach; part II, based on investigation of Wuhan Changqing garden community and the Tongan community, analyze the difficulty of adjustment between security and owner; Part III, In this part, it tells that the relationship between security and owner had impacted on community governance deeply and significantly; Part N, Analyze the reasons of present situation of the relationship between security and owner; Part V, I would like finding ways to solve the problems of adjustment between security and owner based on the last three parts.
