At present, Electronic Commerce is used for personally order and buying single product on the internet, and large-scale enterprise procurement. But now is not very popular in the normal life of the normal people, its development can not keep up with the internet game, internet browse, search and download documents. Most of people just view on the internet, there are mainly two reasons, one is the related internet service not so good; the other is the concept and understanding of the internet safety, credit and its virtual world.Commerce is as the remaining product for people to exchange, it is coming from the very ancient time, clan society, it is the double function of the self-value and belief for people to admit and rely on. Electronic Commerce is a very convenient way for people to deal the business. Of course it will challenge the present life style of people. Regulation as the society safety guard, we should rely on it, should perform itself responsibility.This paper consists of 5 sections. The first section is the general introduction of the Electronic Commerce. The second section discussed the basic regulation issues related with Electronic Commerce, mainly about the practice of contract and Electronic Commerce, such as PetroChina energy No.1 net, procurement system of Lanzhou Petrochemical Company, these examples illustrate the disadvantages of the present B2B type. The third section is the basic regulation issues between the direct relationship with EC and the indirect relationship with EC. It's mainly discussed different piracy how to affect the Electronic Commerce. The forth section is about lawsuit and jurisdiction issues. Electronic Commerce is a mirror image in the physical world. It is not only has the properties of the physical world, but also has the features of itself, it also has some influence to both lawsuit and jurisdiction. The fifth section through citation and debate combined our present regulation, such as trade main subject, credit issue, internet safety, electronic contract, lawsuit, and etc, then put forward the primary issue, Electronic Commerce.
