The B2C within China has been dramatically developed along with the growing of internet. From high throwing at the beginning when internet was a mania to getting off the market while the internet bubble burst out, finally it turned to a recovery time today that E-commerce is ongoing a relatively stable phase. In ten years time, it shows how this industry might be going through a variable time. B2C companies which survived from such a time now are trying to think about their development phase carefully. Actually it must lead to a promising future as this business style ( a computer, explorer, internet connections and a credit card are good enough to buy books, flowers, air tickets, TVs even motor cars) is obviously attractive, which anybody who had tried it can easily tell.B2C business has its obvious advantages comparing to traditional business, along with the further development of Internet and Intellectual technology, its range and popularity must be growing very fast. China has the biggest population of consuming which makes it even more promising if B2C business gets better recognized here. B2C companies are now trying to searcher for better ways to fulfill customers'needs in order to get more people involved into this business. Eg, Ebay incorporate Yongle into its selling module, Taobao opened an online shopping centre, etc. These are innovations to connect websites and traditional enterprises, which proved on one hand, old style business are bond to transfer into new business and on the other hand, it shows that these companies had bared in mind that customers are their most focused point with hope to find the best way to meet their needs.However, consumers ` personal information issue in E-commerce has been the biggest obstacle in the way of B2C developing, not only destroy the credibility of B2C, but also against the interests of consumers. As the United States and the EU has a long history of privacy protection, they both protect personal data within B2C in terms of privacy policy. Establishing two different internet privacy protection models, The US and the EU both find the right models for their own and both have strengths, which is worth learning from. Without privacy protection history, neither have personal information protection legislation, plus the weakness of consumers` awareness of protecting their own personal information, China has not been established an effective personal information protection system in EC.This paper intend to find the ideal model of china personal information protection system in B2C though analyzing the content and value of B2C enterprises ` privacy policy which is commonly adopted to regulate and announce the way of consumers` information collection and use in developed countries and areas. I wish this paper will be helpful both in the protection of consumer and in the healthy developing of B2C industry.
