| With the highly development of information technology on net work nowadays, E-government construction provides a deep reform to the government management. The trend has been universal, become the important content of IT government management. In recent years, Chinese governments have took the first step "Government on Line Project", more correlative work has been done from then on, Strengthening E-government construction have been proclaimed on the 16th National People's Congress, "more work need to be done to improve the government function, by advancing the E-government construction, improving the efficiency of government administration, decreasing administration cost, establishing the correspond fair administrative system with normative behavior". The thesis starts out from the background of global E-government construction, analyzed the government works of Hunan province with the practical investigative data, and brings administration management theory, organization behavior theory, public policy theory, archives management theory and information resource management theory to bear synthetically. Connected with IT background, terrain features and E-administrative style of Hunan province, more measurements of government affairs construction have been brought forward. The new thoughts and fro dose measures are put forward on E-government construction of Hunan province.The thesis was divided to four parts. The first part introduce the theory of E-government, meanwhile, it includes the paper's aim, the study angle of view and study methods. The second part introduces the practical experiences of China and different countries on E-government construction; the contrast between them was taken into account. The third part analyzed the actuality of E-government construction of Hunan province, especially mentions the experimental unit of city Chang Sha. The last part provides the new thoughts and counter-measurements on E-construction development of China.
