There is more and more performance between various countries that competition is comprehensive national strength competition whose core is science and technology. The competition essence about science and technology is the talent competition, which embodies leadership qualities. Leadership quality is a development concept. Along with the time unceasing change, leadership qualities have also entrusted with the different connotation of the times. With the social economy environment at domestic and foreign continuing to develop and change in new century, there are lots of new requirements to the Chinese government leadership qualities. Meanwhile, it is necessary to carry on the leadership qualities assessment for improving the qualities of leadership and selecting the suitable government leaders. So, it is a theory problem needing urgent to solve and a realistic problem needing to be answered that how to construct the government leadership qualities assessment system in our country which meet the need of the times.Yuncheng City locates southwest in Shanxi Province, which next to the Shanxi Province and Henan Province. Under the big background that central encourage various forms of regional economic cooperation and mid-west interaction development in various areas, Yuncheng City with the same station City Weinan City of Shanxi Province, San Menxia City of Henan Province which all in "Yellow River Golden Triangle" joint create "the Yellow River New Triangle Economic Zone". This kind of the region union which takes the lead to carry on has opened the precedent of the region union between the small cities in the central areas. How the effectiveness on this historical union, the government leadership quality is the key factor. A case study on Yuncheng City of Shanxi Province will enlighten the study for the government leadership quality assessment in the central areas' medium and small citiesThis research begins from the above questions, and on the basis of the analysis of the quality of the leadership and the leadership quality assessment. According to various theories, taking the government leadership qualities assessment in Yuncheng City of Shanxi Province as an example, gaining the data by the questionnaire, carry on the analysis by applying statistics and mathematics knowledge, eventually came to a indicators system on leadership quality assessment and the related to the weights by the scientific studies.This article altogether divides into five chapters:Chapter one is the introduction.
