Cadets are the backbones of our military construction in the future and they are the strategic reserves of the military leaders. Cadets leadership building is not only the practical requirements of the military construction, but also the objective needs of the future development of the military. At this stage, after many graduate cadets are assigned to the grass-roots unit, their find themselves are lack of knowledge of the grass-roots unit. It is difficult for them to adapt to the work environment and begin the leadership work rapidly. An important reason for these difficulties is the lack of cadets leadership.In order to strengthen the level of cadets leadership building and study development approach of cadet leadership development, this paper from to satisfy the cadets first requires, on the basis of the classical theory of "leadership five abilities model", based on a undergraduate cadets for the study of the subject, combining with the characteristics of military grass-roots leadership work, the undergraduate cadets leadership structure hierarchical model is established. On the basis of "leadership five abilities model", learning ability and innovation ability are added to this model to adapt to the new situation. Considering the learning ability and innovation ability is more about leadership development and enhancement in the process of leadership, innovation ability and learning ability are independent of other five abilities and become the another level of leadership. At the same time, the sense of mission, which has greatly influence on soldiers to build army, is added to the model and it became the whole environment for leadership work. Finally, draw lessons from Chapman and O’Neil’s modeling method of the leadership and eventually the leadership structure hierarchical model is put forward.After above, relying on the leadership structure hierarchical model, based on master of engineering, MPA students and cadets’ team cadres who represented the grass-roots cadres in NUDT, the questionnaire survey to verify the correctness of the model. Take undergraduate cadets in NUDT for example to study the current situation of the undergraduate cadets leadership. It is find that there is a big gap between cadets’ current leadership level and the needs of the work of grass-roots unit. Using the research method of system theory, from three aspects——school, cadets’ team and cadets—— to find factors affecting cadets leadership development. Finally in combination with the practical situation of military academy three countermeasures and suggestions are put forward: First, military academies and schools should pay attention to create leadership development system; Second, cadets’ team should set up continued leadership training platform; Third, undergraduate cadets should strengthen the awareness of self education.
