Comparative Analysis Of Western Governmental Leadership

From the early 1980s, Western developed countries raised a new wave of government reforms and developments. In the era of reforms and developments, the Western governments become not only the driving force of the new public management movement,but also the leading force to make the administrators to achieve the common goal under the influence of administrative environment. This paper attempts to focus on the western governmental leadership, and make comparative analysis among the following three points: right and responsibility system, power cycle process and performance, and then try to find out the intrinsic nature of the leadership in western government. The paper could be divided into the following four parts:The first part is aimed to make a clear definition of the studying object, give a summary of the present studying status, a list of studying methods, theories, purposes, significances and structure.The second part has a comparative analysis on the right and responsibility system of western government. Through the comparative analysis between power structure and authority model, it presents a static power structure of the west government's leadership. By comparing with the responsibility relationship of the western government, it is reflected that the leadership is the conformation of the power and responsibilityThe third part mainly analyzes the process of the leading power cycle of western government, in order to explain the relationship between government power cycle process and decision-making processThe fourth part focuses on the performance of the western government leadership, and it strongly tries to explore the inner logic relationship between leadership performance and government performance by introducing the related dimensions of leadership performance evaluation and instructing the target evaluation system.
