However, it is not clear how far that it has raised the efficiency of government, enhance government's ability of public service and communication with ordinary people. Therefore, the problem of Electronic Government's performance has caused wide concern over the recent years. Many governments and key organizations have made a lot of performance evaluations. But most of these performance evaluations were concentrated on "output and outcome" (such as websites, software operating environment and so on) from the service provider's standpoint. Nevertheless public service is the essential of Electronic Government, and the end users' appraisal is the primary criteria of its success. Consequently, it is vitally necessary to assess the social effects of Electronic Government from the users' standpoint for reaching a better understanding of the Electronic Government developments. And it is also of great significance in promptly discovering and correcting the shortcomings in the course of its development, and pushing forward all phases of Electronic Government with a better relation between governments and their ordinary people.This paper takes the case of Hangzhou, focuses on the impact of Electronic Government on the public, and conducts an exploratory social investigation and research by the method of sample survey. The third part describes the current stage and development features of Hangzhou Municipal's Electronic Government by evaluating its government websites' performance. The fourth part is the most important of this paper, it firstly establishes an impact index systems composed of cognition, authority, sanction, usage, and satisfaction, then uses an questionnaire formed by the impact index systems to conduct a social investigation and research about the impact on the public of Hangzhou Municipal's Electronic Government by the method of sample survey.The research conclusion of the paper demonstrates that in spite of considerable achievements made in Hangzhou Municipal's Electronic Government, there is still limited impact of it on the public currently, and problems remains in terms of guaranteeing that achievements benefit the greatest number of ordinary people. The cause of this problem are manifold, but has the following main aspects: a close relationship hasn't been established between Electronic Government and the public; Hangzhou Municipal's Electronic Government does not has requisite consciousness and sufficient ability to serve the public currently; the existence of digital division interferes with its development; the government disregards of Electronic Government's effects, and so on. The emphasis in the future development of Hangzhou Municipal's Electronic Government should be on the "closer touch with the public and deeper applications by the whole society ".
