Government Performance Management refers to a public management system based on publicfinance efficiency principle with its-processes as performance goal, implement, performanceassessment and feedback. The concept of government performance management in westcountries originated in 1980s, and research and practice in China and Korea began in 1990s.With the support of the leading government officials, the practice and innovation of governmentperformance management are more common recently in China. But it is still in testing,transforming to modem performance management. In Korea, government performancemanagement system has been multi-developed. With the improving of the system, governmentperformance management is maturely developed.This research analysis and compares the government performance management systems andoperations in China and Korea. Firstly, it analyzes the classical cases like democracy ongovernment performance (Public assessment on government in Nanjing), Performance BudgetManagement (Assessment on financial expenditure of government in Guangdong), Managementby Objectives (Management by Objectives in Qingdao), and Evaluation on performance ofpublic servants(Evaluation on performance of Officers in Hebei). Secondly, this paper analyzesthe representative systems in Korean government performance management, they areGovernment Operations Assessment System, Performance Management System in financedepartments, Responsibility Departments System and Performance Auditing System; Then, thispaper discusses the characteristics and shortages of the systems in both the two countries. Thereason for the differences between the two countries' systems is the different institutionalbackgrounds and environments. This paper compared the administrative reforms, theenvironments of government performance management, and histories of performancemanagement. Meanwhile, there are differences in practical operations. This paper also discussesthese differences like subjective, financial expenditure performance assessment, management byobjectives, evaluation on performance of officers, and legislation, etc.China and Korea has generally similar oriental culture and sophisticated bureaucracy system.There're more and more communication and influences between the two countries. The author believes in order to improve China's government performance management system, the goals ofperformance should be set according to the main functions of the government sectors; thepeoples' participation should be further enhanced; the usage of the performance assessmentshould be improved; and the legislature process of performance management should beaccelerated. The inspiration we get from Korean government performance management, wouldprovide beneficial suggestions for the establishment and development of the governmentperformance mangement system in China.
