Research On Community Governance Structure And It's Optimization

Since the 1990s, the changing on the community governance structure in our country has been mainly affected by the reform and the reconstruction of the power resource structure in our nation. Meanwhile, this made another changes in our community governance structure. On one side, we now mainly focus on the community in the field of public administration, and the members of the communities now participate in the process of their own policies and also can supervise the concrete implement of the community construction. On the other side, with the reform of the market and the society, each level of the governments foster the community agencies with the character of non-government via the method of government purchase, which can do their own duty in the society and gradually permit other non-profit-organizations to take their efforts in the community.This research consists of four aspects. It analyzes the meaning of the community governance structure, traces back to the history and present situation of the structure, analyzes the cause and the disadvantages of the present structure and also puts forward optimization methods to improve the structure. Firstly, the party organization should arrange the community organizations and the government should transfer their functions, which all should be confirmed their own functions. Secondly, we should foster and develop community civil organizations. Thirdly, we should create a new community governance structure form and foster diversity community structures and also the mode to separate the legislative and the executive branch. Fourthly, we should improve the transaction mechanism of the community structure governances. In order to search and innovate the community rights coordination mechanism from the government and social resource, we should pay attention to the demands of the public to create a new community mechanism and a new system to encourage the whole community to take part in as well.
