Study On The Optimization Of Urban Community Governance Structure In China

As the basic unit of city,community governance is directly linked to the overall governance of the city.Therefore,the scientific and rational community governance structure is particularly important.The community governance structure is organic which is combined together by the community governing body because of the common interests.Specifically,the urban community governance structure in China has realized three changes from the one-dominant management structure to the transition governance structure to the multiple governance structure.Nowadays,China's community governance structure has problems that the grass-roots government has offside phenomenon,the city community party organization construction is not perfect,the city community residents' autonomous ability is insufficient,the role of market forces in the city community failed to regulate effectively and social forces play an inadequate role in the community.Referring to the theory of multi-centers governance,this paper does not select the analysis framework of "state-society" relationship and the analysis framework of "behavior subject-behavior process",but uses the optimization of urban community governance structure from the perspective of structural functionalism.It puts forwards principles that should persist the party's leadership,the principle of equal participation and the principle of overall optimization,clarify the functions of the main body of community governance,and cultivate an autonomous community governance structure due to its integrity,formality and high governance efficiency.To realize above-mentioned goals,this paper proposes to promote the optimization and upgrading of city community governance structure in china from the transformation of local government functions,clear responsibilities boundary;accelerating the construction of community party organization,strengthening its political core;cultivating civic spirit,improving the community residents participation willingness and ability;improving the relevant system,regulating social forces and behaviors of enterprises;rational use of Internet technology,building community information communication platform.Finally,this paper selects the Bai buting community in Wuhan city,Xianlin village community in Nanjing City and Chengxiang Town center community in Taicang city as examples,the three communities all have five common traits in the exploration process of governance structure that government changes from direct management to offer services,the community party organization plays the core role,the residents autonomous ability becomes better,the role of social power and market companies gradually improves,and the Internet technology is more widely used,and they confirms the feasibility of the proposed countermeasures provided by this paper.
