At present, many problems are still existing in the system of officialvehicles in our country. In 1994, the central committee of CCP proposed anew regulation on automobile's use for government organizations. In the pastfew decades, the vehicle system reforms have taken place in different localgovernments, obtaining a good effect and gaining many useful experiences.This article collects and induces pieces of official vehicle managementregulation as well as analyzes their problems. It tries to find out theelementary factors, one of which is the authority enjoys luxurious life. As forthe prominent problems such as high expense, heavy financial burden, officialvehicles for private use, low efficiency and the provided official vehiclesexceeding the allowed figure to overstaff, it gives suggestion about reformingthe official vehicle system to local cities, basing on absorbing other countries'management experiences and summarizing all kinds of domestic reform models.Exploring a periodical and transitional reform pattern or plan of official vehiclesystem, which is conforms to China cities' actual situation, is the main contentof this study.
