A Study Of Policy Process Concerning The Official Vehicles Reform

For a long time there are many problems in our use of official vehicles,such asthe high cost of official vehicles,heavy financial burden;inefficient use of officialvehicles, stealth serious waste;serious corruption official car behind.Therefore,it hasbeen highly concernedin society that the political system of using cars for officialaffairs.The focus of the reformation is aimed at solving all kinds of the disadvantagescaused by the old system and changing them into effective results by boosting thereorganization.The effects could be foreseen such as these below:The financialexpenses will be reduced by deploying the resource of official cars economically;Thecivil servants can deepen their fresh-and-blood contacts with the people consequentlyby purifying their attitudes and work-style politically;The social custom could berefreshed affected by this kind of reformation in the deeper social hierarchicalstructure.Despite all the effects concerned above,the advantaged reformation isindeed confronting realistic problems due to the complicated current situation amongvarious regions in China.This paper attempts to apply the policy process theory to study reform of officialvehicles.It is written started with reviewing the reform efforts at the national policylevel and local practical level;then expositing the current status of reformation ofusing official cars through the introduction of a few cases where the official carreform is representative;followed by considering and finding the unscientific aspectsin official car reform policy formulation, implementation, evaluation, termination andother aspects of the problems based on the principles and theories of public policyprocess. In the last chapter of the passage,some effective suggestions about thereformation of using official cars will be put forward into the challenging existingsituation, especially all surrounded by the former reformatory achievements and thefurther measures taken actions that suit changeable local circumstances.As official stuff,we should make up our mind to reform and be more confident tomake the unified policy of reformation then implement it seriously in order to push forward all basic aspects of the whole layers of hierarchy outstandingly under theguidance of Scientific Outlook on Development, consequently improving the imageof the government and degree of satisfaction of the broad masses.
