China’s official vehicle system came into being in the era of the planned economy,with reference to the bus management model of the former Soviet Union.Its main feature is the physical supply system,where ownership of the bus is vested in the unit and all expenditure related to the bus is financed from financial resources.With the deepening of the reform of market economy in our country,the disadvantages of this old bus system are becoming more and more obvious,such phenomena as the high cost of bus,the rampant use of bus,the corruption of bus erosion of public interests,seriously damage the image of the government,and increase the financial burden of the government.In July 2014,the Central Executive Office of the CPC and the Executive Office of the State Council issued the "Guidance on the Comprehensive Advancement of the Reform of the Public Service Vehicle System" and the"Programme for the Reform of the Public Service Vehicle System of Central and State Organs",clarifying the timetable and road map for the reform of the bus,starting from the central government level,and formally launching the matter of the abolition of the general public vehicle reform.Only by promoting the reform of the official vehicle system and establishing a new official vehicle system can we strictly control the reduction of bus funds,eliminate the problems such as private use of buses and corruption of buses,so that there are laws to supervise and manage,and realize the effect of saving financial funds and controlling corruption of wheels.Based on the theories of public power theory,public choice theory and new public management theory,this paper uses literature analysis method and data analysis method to comb out the plan and process of the local government bus reform.From the economic efficiency dimension,the local government bus reform reduces the government administrative expenditure and reduces the public financialburden.In addition,bus reform can promote energy saving and reduce emissions and consumption of nonrenewable resources such as oil and iron ore.Viewed from the dimension of political benefit,first,saying no to the present behavior of"privilege",to some extent,it destroys the idea of "official standard".Second,the bus reform is beneficial to enhance the legitimacy of public power and improve the image of government.Third,the bus reform can become the entry point of our country’s administrative system reform,effectively promote and drive other reforms smoothly.Viewed from the social benefit dimension,the bus reform makes ordinary people feel the idea of the government being people-oriented and ruling for the people,and plays a positive role in building a harmonious society.Bus reform reduces the use of urban road resources,reduces traffic pressure and reduces environmental pollution.Based on the above analysis,the paper analyzes the existing problems of local government bus reform,such as the tendency of bus subsidy welfare,the unfairness of the subsidy standard by rank,the reduction of the convenience of official travel,the emergence of "lazy government",the influence on the efficiency of government administration and the lack of perfect supervision system for the management of official vehicles.Finally,some suggestions are put forward to deepen the reform of local government bus:first,regulate the form of the grant of the monetization subsidy for bus reform.Second,make the plan of car reform according to local conditions,improve the physical security of remote areas.Third,strengthen institutional measures,form a better style of work without buses,and fourth,establish a sound supervision mechanism,hoping to make a contribution to deepening the reform of the official vehicle system.
